I have two concerns. First allow ANY Cox (if you must specify a Brand) 1/2A reed valve. Do you think a Baby Bee is any easier to work with than say a Black Widow or Texico? Are they any cheaper at the swap meets - not really. The only way to tell if an engine is a Baby Bee is to tear it down - is this really what you want to do (at the field)? "Any 1/2A reed valve" works with out micro-managining an event, to death, that might actually work.
Timers need to be allowed, eyedroppers are a pain, and for a beginners event are absurd. I realize that "that's the way we did it 50 years ago" but that was only because you couldn't afford a timer. Nobody was holding a gun to your head and requiring you to do it the hard way - were they? This is not likely to be a kids event so cost really isn't an issue. Again why make the event harder than it already is for a beginner (who more than likely will be over 40)? Everything else is ok.
